mother is not allowing father to talk and meet kids

As per Divorce Decree the custody of both the kids is with the father, but on the grounds of humanity and motherhood the father has allowed the mother to take both the kids with her to her homeland for a week time. Later she made admission of both in the school and now she doesn't allow the father to even talk to the kids. What steps can a father take: 1. file contempt of court 2. transfer the custody rights 3. any other option?

please connect me with the orders of the court till date. If divorce decree/judgement is saying something, that also needs to be looked at as whole. then and only then, any legal opinion can be framed. pl feel free to connect with your details.
