Mother facing domestic violence from father can she ask maintenance

I am complete wheelchair bound physically challenged person(Hindu single woman) and currently working in a university. My parents are married for more than 30 years and the problem starts with my father. My father is unwilling to bear the the expenses of my mother. He is a retired govt. bank employee and currently he only bears the medical expenses the part of which he gets from his office. He insults my mother before our relatives and friends.I have to bear all the expenses. Being a physically challenged person my expenses are huge so the situation is quite challenging for me.Can my mother claim any compensation for this mental torture?what other form of support can my mother claim from my father?Can my fathr deny my responsibilities?
