Can wife seek divorce without husband's will ?

hi sir, We come from Hindu family my sister is married in feb 2013 and both my sister and her husband are not happy with their marriage from the day one. so with parents consent they started staying apart from each other from march 2013. My question is can my sister apply for divorce without his consent(as we don't know where he is staying now). Can you please suggest me in this regards. Thank you in advance.

It appears that the parties have decided that the marriage has broken down and are staying separately since March 2013.
Your sister can file a divorce petition and issue notices to the husband's last known residential address. it is immaterial whether the husband is living there or not.
Alternatively notices can also be sent to the parent's of the groom
