I understand the extreme mental, emotional, and medical distress you are going through. From the facts stated, you have strong legal remedies available. Yes, you can report the matter by email to the Superintendent of Police (SP) and also to the Commissioner of Police, explaining your medical condition, ongoing false cases, and inability to appear physically. Attach medical records, transplant advice, and copies of pending proceedings. Legally, you may seek exemption from personal appearance before the court and police under CrPC due to serious medical grounds. You can also move an application for video conferencing, and place on record the mental cruelty, abandonment during medical emergency, and denial of support. These facts are relevant for defending false 498A/DV cases and also strengthen your pending Section 9 (Restitution of Conjugal Rights) matter. Further, you can approach the High Court for protection and appropriate directions if harassment continues despite medical incapacity.
