498/406 FIR Filed without Reconciliation at CAW Cell

Is it possible that CAW Cell investigation officer file a 498A/406 FIR without Reconciliation or mediation to save marriage?

It is a mandatory provision in family law that CAW cell has to investigation the whole matter and it is a duty of CAW cell that they should give a notice to husband then call to the husband and reconciliation between wife and husband if you find that CAW cell did not call you or without reconciliation, they lost a FIR under section 490 8A and 406 of IPC Then you should go in 482 of CRPC in High Court, then High Court will quash which is laws against you Thank you
