Friend send goods which were seized by custom and fine to release them

My freind sent parcel from germany to india through pvt logistic, containing iphone, gold 60000 USD along with handbags. These are seized by custom officers, i already paid 28000 to delhi courier people and 98000 towards for fine and taxes. They are asking to pay 62000 for cinversion charges. Who shall i contact in govt to discuss about this
Have to approach settlement commission for immunity from prosecution and to waive off the fine and penalty. Taxes must be in consonants with the IHC classification listed duties as applicable. Refer to the cestat judgement in 2017ELT 589(07)
