Yes there are certain conditions where a Judicial officer can pass final judgment without cross examine of witness. In civil cases. ▪If the opportunity of cross examination of defendant closed by Ld. Presiding officer due to non appearance. ▪If the matter is ex-parte ▪where defendant admit the material fact of the case not need to be evidence. ☆ In Criminal cases ▪At the time of framing of charges where accused declare free from charges. ▪where accused confess his crime.
