Where can I get an expert to issue 63 certificate under BSA for me

I have to submit my evidence in court and it's my last date.. I have a call recording and I just need 63 certificate filled by an expert. Where can I find the expert?

The person in whose possession the electronic record was made or lawfully stored can issue the certificate. it is not necessary to get the officer of the court ar any govt. expert to issue any such certificate. the possession need to be natural and lawful, that is must.
