Divorce of stamp paper is not legal. It can only be taken as per Hindu marriage act. Friend of ur wife has committed criminal offence by eloping with the wife of ur friend. File a complaint in nearby police station

First of all divorce never happen on a 100 Rupees stamp paper, divorce is granted by court either through mutual consent or through contested case, if the person is harassing you, you can file a police complaint against that person but you should get the complaint drafted with consultation of a lawyer... rest you can meet the lawyer and discuss further legal recourse.

Firstly there is no valid divorce the manner mentioned here namely on Rs100/- notarized stamp paper. Some stupid fraud person misguided these people that the marriage get dissolved in this manner.
The marriage in this case between your friend and his wife is very much in existence and if his wife has remarried another man who is threatening your friend than she is liable for criminal prosecution under section 494 Indian Penal Code for the offence of bigamy, your friend can file criminal complaint against his wife for this offence in the court of judicial magistrate of competent jurisdiction. The other person who married his wife is also liable for the offence of adultery if he is living in physical relationship with the wife of this friend. The criminal complaint against this man will be filled in the court of judicial magistrate under section 497 IPC for offence of adultery and also u/s 494 IPC read with section 34 IPC for being accomplice of the offence of bigamy along with the wife of your friend.

Said affidavit not valid proof of divorce so you can file a complaint against his wife and her husband under section 494 IPC. You can lodge FIR against the husband under section 506 IPC.
