Hi!

There is no way you can find out whether a complaint/ false complaint has been filed against you at any Police Station in Delhi.

However, to make things clear and to be on safer side (that you have never neglected any call made at you mobile number) you may file a written Complaint in the PS, under the jurisdiction of which you live, with the details stating that you have been receiving blank/ unresponsive calls from so and so number(s) and when I pick, no body responds and stating that the same amounts to harassment by some unknown persons and accordingly strict action be taken against the caller/ owner of so and so number under relevant provisions of law. Carry an additional copy of the complaint for receiving. Keep the receiving (with DD No and date) safe with you for any future police reference.
