What should a person do when the police is not ready to investigate

I am Lakhindra and married my sister in motihari dist. After married six month my sister husband and mother in law daily beats and demand dowry of my sister Now they away from their home my sister.Then I have registered FIR in kamtaul police station darbhanga Bihar.Now 4 months crossed of FIR but police are not taking any action. police demand money for action I have complained to ssp dig ig but not taken any action. so need of your help and advise.
in this case you can write a complaint to the Senior Superintendent of police stating your concerns. However you can also reach out to the court of your jurisdiction with an application stating your concerns. you can also register a complaint in the court under section 200 of the CrPC
