There is no separate 'IPC section-for a rowdy sheet; a rowdy (history) sheet is an administrative police record maintained under state Police Manuals/Standing Orders (e.g., A.P. Police Manual Standing Orders Nos.601/602/742 which set criteria, retention and review and require opening/closure by a gazetted officer). [https://indiankanoon.org/doc/20474840/]. A rowdy sheet may be opened only by the competent police authority (SP/DCP/SDPO) where credible material shows a person habitually commits offences that disturb public peace, and it must be periodically reviewed and properly recorded; courts have held sheets opened or continued mechanically or without lawful sanction are liable to be quashed (see Udathu Suresh v. State of A.P., AP HC, 15'7'2022 [https://www.latestlaws.com/judgments/andhra-high-court/2022/july/2022-latest-caselaw-4023-ap]; Manmohan Singh v. State of Telangana, 12'3'2024 [https://indiankanoon.org/doc/20474840/]; Gonabavi Jani v. State of A.P., 2025 [https://www.livelaw.in/high-court/andhra-pradesh-high-court/andhra-pradesh-high-court-ruling-rowdy-sheet-casual-manner-public-peace-tranquility-police-310447] and the historic Kharak Singh precedent on surveillance [https://indiankanoon.org/doc/619152/]). Alleged crimes recorded in a rowdy sheet are prosecuted under the substantive criminal law (now the Bharatiya Nyaya Sanhita) and procedure under the Bharatiya Nagarik Suraksha Sanhita and evidence law under the Bharatiya Sakshya Adhiniyam; the rowdy'sheet classification itself is administrative, not an offence under BNS/BNSS/BSA. In Indian law, a rowdy-sheeter is a person with a documented history of criminal behavior, often referred to as a habitual offender. Such individuals are listed in a rowdy sheet or history sheet maintained by the police, which records their repeated involvement in unlawful or antisocial activities. These records enable the police to keep such individuals under increased surveillance. The term is widely used in Indian and South Asian media.

To initiate a rowdy sheeter record, a formal complaint can be lodged with the police, supported by evidence of recurring criminal activity. The police may then decide to open a rowdy sheet if the individual meets the criteria under local police regulations.

Being on a rowdy sheet is not an offence under any of the sections of the Indian Penal Code (IPC). A rowdy sheet is a document maintained by the police in India, which contains information about individuals who have a history of being involved in criminal or unlawful activities. It is essentially a record of individuals who are known to be involved in criminal activities and who have a history of creating public disorder or nuisance. Instead, a rowdy sheet is a record managed under the provisions of Section 110 of the Code of Criminal Procedure (CrPC), 1973. Section 110 of the CrPC allows the police to take action against individuals who are deemed to be "habitual offenders" and who are likely to commit a breach of peace or disturb public tranquility. The section empowers the police to issue a notice to the person, directing them to show cause why they should not be bound over to keep the peace for a certain period. If the person fails to show cause or if their cause is found to be unsatisfactory, the police may forward a report to the concerned Magistrate, along with a copy of the rowdy sheet maintained by the police, which contains the person's criminal history and details of any cases filed against them. The Magistrate may then take appropriate action, including binding over the person to keep the peace for a certain period, or issuing warrants against them, depending on the circumstances of the case. Being on a rowdy sheet does not necessarily mean that the person has been convicted of any crime. However, it indicates that they have a history of being involved in criminal activities and may be subject to increased scrutiny by the police.

A rowdy sheet is opened by the police only if an individual is involved in at least four criminal cases over a span of two years. The offences considered for a rowdy sheet include theft, stalking, attempt to murder, public nuisance, cheating, causing grievous injury, and other criminal acts. The person must be a habitual offender to be categorized under a rowdy sheeter Indian law.

If you want to initiate a rowdy sheeter case section, you can file a formal complaint with the police, providing evidence that the individual is involved in repeated criminal activities. The police will then follow the rules to open rowdy sheet and assess whether the person qualifies as a rowdy sheeter under the law.
