Use of scheduled tribe certificate by a employee of open category

Scheduled Tribe certificate issued in 1981 was used by an employee [teacher] in 1999, 2007 & in 2015 of general category, employed in government school, for getting promotion. At the time of issuance of above ST certificate suspect [teacher] was 8 years old but at the time when he used it, he was 26 years. He has no role in preparing this ST certificate. Please determine the criminality of teacher.
If the teacher using the fake certificate was aware of the fact that certificate was fake and still made use of it all these years he will be criminally responsible for playing fraud on the government authorities and making of false documents. if the teacher was not aware of the fact that he was using fake document, as fake certificate can be given by his parents without him knowing that. then he has to prove it by giving evidences.
