tree failing is offence,and tree authority has power to file fir witor

Failing or cutting tree is offence but tree authority is not filing FIR with police, police ask tree authority to come to police station fo file FIR of this offence.but tree authority is also no taking interest to file FIR against offender,then tree officer protecting offender.In this situation does the tree officer is also committing offence,if it is so,which ipc section is applicable to tree officer.
