Took loan from a person who filed complaint against me and torturing

I have taken personnel loan of Rs. 2,40,000/ signed in the blank non judicial papers and ordinary papers by giving allotment letter of Housing Board Hyderabad in the year 2003. My purpose of taken could not be fulfilled, so returned the loan in the same year end with interest of 12%. The person who given loan made an complaint in P.S I have been tortured at my resident and taken away all receipts of loan along with 30% housing Board Payments. Immediately I made complaint to Commissioner of Police, in the year 2008. These facts were brought to the notice of Housing Board officer, he has issued an letter that I myself and other party called on for submission of documents, whereas both of you were not present, therefore you are allotted plot and you are directed to pay final cost within 15 days or else allotment of Plot will be cancelled including 30% cost will be forfeited and possession of plot will be given on receipt of payment he cheated me and not given possession of plot.
as per your written matter i would suggest to you you need to consult with an advocate in person with all relevant document and explain the all mater what ever matter you have with you that all you need to discuss with an advocate in person.
if you got any xerox copies and any other copies of allotment and deliver of plot etc., and if any written letters or receipt xeroxs there then you can file a complaint with the magistrate having appropriate jurisdiction under section 190 and 200 of crpc
