Some people threatening our workers & client what action possible

person is threatening our boys who are working in our shop and also threatening all our clients not to do business with us. he is doing this directly/indirectly using his circle of friends/rowdies. this has resulted in business losses. none of the clients or even our workers would wish/not ready to take his name (if we lodge a complaint in police station). this is because of the threat. what we should do now to legally handle this matter?
If your clients or your workers not ready to take the miscreants names then you can file a harassment complaint with the police.
But, I need to understand the situation fully before making any comments on this.
