Regarding poor service, fake promises and fraud

I had approached an consultancy agent for Abroad admission, then agent gave university lists , the I choose particular university then i paid fees for that university and then he send me fake admission letter and did admission in some other university and didn't told me this before paying , after that he told me I will transfer you to that university but again gave fake promised, he took 1 year for transfer, i told him that my year will be lost but he assured me that it won't happen and kept promising me that I will send you in this and that month end so on. Now he is telling me that my year is lost he also didn't told that the procedure will take time . I also developed mental and health issues from his hassarasment.
