Received notice for supplying the licensed drugs to hospital. Advice.

I supplied ketamine injection to Govt hospital in Bihar.i got a notice from IGIS,crime branch to bring sales and purchase of ketamine.since I had taken licence 6 months back,I was unknown about the law to file returns.for this they are demanding money.what to do
The sale and purchase of psychotropic substance Ketamine Hydrochloride in contravention of the terms of your license will be punishable under the Narcotic Drugs and Psychotropic Substances Act. The offence is non-bailable. There is no need to bribe officials if your license allowed you to sell the quantity you supplied. But you should be able to account for all the stock that you purchased.
