If you were stopped by police for public drinking and signed a document near their van without receiving any receipt or formal record, it is important to establish whether any case, challan, or preventive proceedings have actually been initiated against you. Visit the concerned police station (PS) with details—the names of police personnel, date and location—politely request to inspect the station diary or general/DDR entry regarding your incident. You may also submit a brief written application asking if any complaint, FIR, or preventive action (like under Section 107, 109, or 151 CrPC) has been officially recorded in your name. If you do not receive a clear answer, file an RTI application seeking this information and keep a copy for your records. Because your Aadhaar address is not current, clarify this at the police station to confirm details, but this alone will not affect any legal proceedings. Unless you receive an official notice or summon, there is no immediate penalty or effect, but verifying ensures no future surprise. Retain all evidence of your inquiries. If any challan or fine is issued later, ensure you receive official documentation and payment receipt. If you experience harassment or feel that no procedure was followed, you may approach the local ACP or DCP with a complaint. For further action or representation, consider engaging a local legal professional. This advice is confidential and based on your stated circumstances.

Normally in cases of public drinking or drinking in public places proceedings are initiated under section 40 of Delhi excise act and section 355 of BNS and challan or notice is mandatory issued since you a neither given a copy of the challan or informed about the offences you may verify if any case is registered in your name by approaching concerned police station and checking the daily diary you can also file RTI application season confirmation if any complaint, Challan or FIR been registered in your name for the alleged offence on that date. Until and unless a proper challan or notice is served, no proceedings can legally continue against you.
