Public drinking fine under kalandra and sec 40a delhi excise

I paid fine of 2000 rs in 2019 for public drinking in saket court, delhi.. so is it a conviction?
since the fine has been imposed and you paid the fine so it is conviction. need to mention in your documents which you may be filing Kindly put the tick mark or write yes if the document requires you to do it
