Dear Client,
Threatening is punishable u/s 506 IPC and calling bad words u/s 504 IPC - both the sections are non-cognizable. That means police will not arrest the accused person for the said offences.
Passing "wrong comments" - You must check the words used by him and if any indecent word or gestures are used by the accused which made the woman feel shy or ashamed and therefore she feels that her modesty was outraged, it certainly amounts to a cognizable offence u/s 509 IPC. In your case, if the accused person (supposedly a man) has so passed any vulgar comments, the concerned woman can go to police and lodge ber complaint. Law provides 3 years imprisonment for this offence. An eye witness alone could be a sufficient evidence.
