Section 160 notice is just for seeking information. You can even depute a person to go on your behalf. You will have to explain your role and the extent of knowledge before taking any sort of action against police in such a case. Mere asking questions and/or investigating cannot amount to harassment.

Notice u/s 160 must be complied to . Otherwise the accused will be able to avail the benefit of bail very easily .

In case despite that the police does not take action , file an application u/s 156(3) before the concerned magistrate . But draft it properly as per the latest guidelines prescribed by the Supreme Court

You need not to respond on notice under section 160 if FIR is not registered else you can visit the officer in day time with your lawyer. Please bring whole facts of the case for better assistance. Ensure your role in the criminal case first.
