Police not registering FIR taking bribes from accused

In 1998 due to congestion in market place a group formed a company and issued share application money form to raise funds from traders and bought a land to build a trade center and promised to provide 1000 sqft of land and share certificate for each trader but even after 26 years they are not allotted the land and cheating the traders who invested money for the project so when we complained to police they are not registering FIR stating it has civil in nature, then we magistrate dismissed
