PIL against Corruption taken place in Govt Dept

I am planning to file an PIL against Corruption taken place in Govt Dept in convene with Pvt Party. I have required evidences obtained through RTI. I had filed complaints since May 2017 and no action taken till now. Sp, I wanted to know should i send Notices to the concerned Govt Department & Pvt Party before filing PIL. Also can I plead to the Hon'ble Judge to take the case as Suo Moto as I am unable to bear heavy lawyer Fees as this matter pertains to Public.
You can address an application to the Bench of the concerned Court, expressing your concern and requesting them to take Suo Motu take Cognizance of the matter. If they feel a case is made out after your explanation, they may even agree to take cognizance.
