PDO destroy/lost the govt docs and Created manual docs and caught red

Regarding the above subject i have raised the issue to the higher authority but they haven't taken decision yet. Its been Four months now. Can i raise a complaint in court online as a criminal case?

Dear Sir, Yes, you can lodge a complaint with the higher authorities in the same department and also with the Police but you cannot raise any direct complaint in the Court unless the Police refused to investigate in respect of missing document and manipulating the said documents as if it were missing.
