neighbor performing black magic

Our neighbor has been harassing us for many years now. Like teasing us, making fun of us in front of their friends (neighbors daughters ) outside our house. We stay in a apartment. Throwing garbage outside our house to harass us. They had hit our child in our absence when he was 4 years. They had locked our door to harass us. Have no proof that they locked our door but heard neighbors wiife laughing and speaking about it. Neighbors old mother performs black magic and when we were not at home recently, she put a black kajal and bindi on our main door. Have no proof for this but heard neighbors mother talking about it with her son . We had health issues and were not feeling well. We are now scared to leave our house even for a day. Kindly suggest what to do
