My chachu hit me on my mother head 12 yrs back

In 2014, during a verbal argument, my chachu hit my mother on the head with an iron rod on the road. My father was also injured while intervening. Both were admitted to the ICU for 4–5 days. Due to family pressure, no FIR was filed. A verbal settlement promised ₹2 lakh and medical expenses, but despite repeated requests over the last 12 years, no payment has been made. We have eye witnesses of incident.
Regarding the verbal settlement, if there was a clear promise to pay ₹2 lakh along with medical expenses and that promise has not been honoured, its enforceability will depend on the available evidence, such as witnesses, messages, recordings, or any other material proving the agreement. Since a civil recovery suit is generally subject to limitation, the long delay may affect such a claim unless there are legally sustainable grounds to explain or extend the limitation period.
