Money borrowed and police is not registering my case

I have borrow 2 lakes with 10 rs interest nd paid after that again I borrowed 150000 nd 50000 I given blank checks nd promissory note in 2012 I paid upto 2016 June But I have no proof. At that time she told which I have taken money asked my property papers original.if I given original she will give 2 rs interest so I have given but she is not giving any papers nd checks she is demanding 6 lakes now I went police station,they called her there only she is demanding same police didn't file my case I submitted in written to police At that station ad was mediator nd tellingto me settle other wise they went to court Please help me am single parent
Sir the person who has given you the amount weather he has a money lending license to give u money and take interest upon that and secondly let them fine a case If they don't have license they will be on fault and there are other ways to solve this
