In this sensitive matter, police inaction on ground of being adult is not legally sustainable when there is apprehension of foul play / depression and last CDR location is Manikaran, Himachal. You should take following steps immediately: 1. *Written complaint to higher police:* Give a written complaint to DCP of your area in Delhi and also to SP, Kullu (HP Police) with copy of missing FIR / DD entry and CDR details. Send it via email and speed post. Mark a copy to DCP's Grievance Cell and Himachal Police Online Portal. 2. *File Writ of Habeas Corpus / Missing person Writ:* File a Writ Petition under Article 226 before Delhi High Court for direction to police to trace your brother. High Court will call status report from Delhi Police and HP Police. This is the most effective remedy. 3. *File Complaint u/s 173(4) BNSS:* Approach the Magistrate u/s 173(4) BNSS if police is not investigating properly. 4. *Preserve Evidence:* Preserve all evidence of financial transactions regarding property near his wife's mayka, his chats showing depression / pressure. This may show abetment if something untoward happens. Police cannot close missing report merely because person is adult, especially when last location is a risky terrain like Manikaran. Court will direct for proper search operation with local police. Please act immediately as delay is crucial.

Dear Sir/Madam, since your brother has been missing since 22 August 2026, this should not be treated merely as a matter of waiting for an adult to return on his own. The fact that he is an adult does not prevent the family from lodging and pursuing a missing-person report. Delhi Police itself provides a specific Missing Person Registration facility, requiring details such as the last known location, date/time, physical description and photograph. In your case, the fact that his last known CDR location was Manikaran, Himachal Pradesh, is particularly important. You should immediately give the investigating police the exact mobile number, CDR/location details, last communication, photographs, vehicle details, bank/UPI details, travel information, hotel/guest-house information and details of his wife and in-laws, together with the circumstances surrounding the financial and matrimonial disputes. The police should be requested to coordinate with the concerned Himachal Pradesh Police authorities and make appropriate enquiries regarding his last known location. Delhi Police and Himachal Pradesh Police are both part of the ZIPNET system through which missing-person records can be searched and coordinated. You should also specifically request verification of CCTV footage, hotel/guest-house records, transport/taxi records, mobile-phone location, subsequent CDR activity, ATM/bank/UPI transactions, toll/FASTag records, hospitals and unidentified-person/dead-body records in and around Manikaran and the subsequent possible travel route. These requests should be made in writing so that there is a clear record of the steps sought from the police. The suspicion that he may have taken an extreme step because of matrimonial or financial pressure should be stated as a concern, not as an established fact. Do not make an allegation of abetment against his wife or in-laws unless there is supporting material such as messages, threats, communications, financial transactions, witnesses or other evidence. At this stage, the priority should be to locate and ensure the safety of your brother. If the local police are not taking effective steps, you can submit a written representation to the senior police authorities, enclosing the missing-person complaint and all available material, and seek monitoring of the investigation. Delhi Police also provides a missing-person helpline and online facility for registration/status. Given the circumstances and the possibility that he may still be in Himachal Pradesh, I would recommend taking immediate legal steps rather than waiting further, particularly because the missing date is already nearly a month old.
