Maid agency guy not providing replacement of maid or refund

A maid agency guy from Delhi contacted my wife regarding full-time maid, he visited our place with a maid in Noida and we have paid him Rs 25000/(after trial in his individual Saving account) for 11 months contract in which 2 replacement was offered and if not able to offer replacement he was supposed to refund the money. After 2 months maid has taken leave for 2-3 days(but didn't come back) so we asked for replacement and It has been more than a month since we asked for replacement, he first kept giving excuses and now stopped picking our calls. What are our legal options here ? FIR should be registered in Noida or Delhi ?
FIR can be registered in Noida, as this was the place of performance of contract. You have the option to file a criminal complaint or go via the civil suit option.. I would recommend proceeding with a criminal case of criminal breach of trust, cheating & fraud (406 & 420 and other similar sections of the IPC).
