Legal procedure to complain about fraud in college degree

Person cleared Judicial Services exams and became judge. I have sufficient proofs that this person got 3 years LLB degree via fraud because this person didn't attend the 3 years collage full time. In fact the enrollment (to collage) happened just before the first year's final examinations (amongst other long leaves from collage in the remaining two years). What is the legal process to bring this fraud out to proper authorities.
You may approach the bar association of the concerned court. They or you personally can forward the complaint to the district judge of the district court or in case he is a high court Judge, to the chief Justice of that high court.

Go ahead and file an RTI about his educational degree as a judicial officer is a government officer. Thereafter, if the RTI is satisfactory you'll have the right to go ahead and file a PIL. However, remember if you fail to prove your case in a suit, you'll be held for defamation of a public officer.
