File a criminal complaint against that boy . That based he will punished by court of law. Write your complaint very very carefully . Because later( before court or police station) u must prove it ( ur complaint based only police will file the FIR).

sec 376 of ipc deals with rape etc. this case is deemed to be rape and the person deemed to be bigamy. the DV case can be filed. a complaint before the protection officer, collector office shall be filed and further action be taken

did he marry the same women ? if so the below is the answer.
get it registered. morally your friend have the responsibility to live with her . therefore, get the marriage registered before your concerned marriage registration office.

if your friend married some other women, be liable to adultery. she can file a case against your friend
