Legal action in case medical store refuses to give medicine

I had taken treatment in jivdani hospital virar east last month for the throat infection. As per doctor's prescription I bought whole medicine for five days. But two days after taking medicine the infection cured, I recovered from throat infection. So few days later I threw out remaining medicine After month's of time the same problem was arised. That's why I visit a medical shop and requested him to give me half of medicine by cutting tables strip but he refused to give. And rudely said nobody (Medical shop) give you such medicine by cutting tables strip. After that I visited 3 medical shop but couldn't find prescribed medicine. Finally, in Maharashtra medical virar east, where I could find one of these medicine. I narrated my grievance him , then he had given 4 tablets by cutting a strip. Here my question is that why some medical are giving medicine as per patients budgets and requirements and others refused to cut s strip. Can I take legal action against that medical ?and where?

Dear Client,
"As per the Drugs and Cosmetics Act, a chemist has to dispense the medicines as prescribed by a qualified physician. The term 'as prescribed' means that if the doctor has written a course of six tablets for three days, the chemist should cut the six tablets from the strip and give them, instead of selling the entire strip," .
Now the MRP and Manufacture dates are printed only on one side on the strip and cutting the strip, creates problem for selling lets over strips.
The solution for the same is - The companies should print the expiry date and batch number in every row of the strip. They should also be asked to package the medicines in a more thoughtful manner so that wastage is reduced.
