How to file FIR effectively

Hi, One person has sold our property in village malvan in konkan (agriculture land) by making registered sales deed with third party last year based on invalid documents. We just come to know about it now. The owner of property is a sick & 80 year old aged person having medical treatment & resides in Mumbai & can not travel. The person cheated stays in thane. we requested thane assistant commissioner to register a Zero F.I.R. so that inquiry can be initiated with the cheated under section 420, 426 etc. of IPC. But commissioner denied the same. can we insist commissioner to lodge zero FIR by magistrate court order? or any other way it is possible?

You have to go before court for cancellation of that fake sale deed. If what u say is true, you can expert favourable order in your favour.
