How to file a case under 307/308 after 15 years

Culpable /attempted homicidal act with knowledge /intent that it may lead to death of an 86 year old frail sick person if he is abondoned in a locality notorious to rob/grievously harm a person even for paltry sum-this pertains to abondoning old dependent Father crossing all limits of humanity or rather in-human treatment -the abondoned Father was picked up by an acquaintance but refused entry by abondoning son's family then the old man was taken to his daughter's house in the same town where eventually the old man breathed his last after about a month.
It is not at all possible to file Section 307 / 308 after 15 years the Police wont entertain such case where the gravity of the case itself is not at all existing. You should think before taking this step. why were you silent for this many days. ????
