You may submit a written complaint to the SP or DCP (Vigilance) stating that your PCC is being delayed despite no summons or active case. Attach a copy of the pending police clearance and any court documents showing no process issued. You can also file an RTI application seeking the reason for delay and current status of your PCC. This creates official pressure on the police to act lawfully. If no response is received, approach me for free assistance in getting the PCC approved in a time-bound manner.
