How to apply for permission to prosecute Railway officer

I had applied for permission to prosecute Rly officers in a court of law, but more than 5 months have passed, I have not received any reply from the competent authority. I know that in such cases, government officers are likely to be protected, and there is hardly any chance to obtain such a permission. In such a scenario, how to proceed with the case and what are the options to prove that section 197 of CRPC 1973 does not apply to my case, since fabricating false charges against an employee is not a part of official duty. What are the other options for getting around section 197 of CRPC 197
