How can expose fake domicile certificate issued

Want to expose potential fake Domicile /Resident Certificate issued. Please suggest whether I should file a PIL ir a criminal case against the peson. There are similar cases from same district. Want to expose all of them.
Write complaint to SSP of your area if SHO is not responding to your information. Giving fake certificate is an offence under IPC. You may inform the authority under whose seal the fake certificate is being issued or to whom that has been submitted to obtain any benefit. PIL or criminal case are not the proper remedy if you have no direct concern with the issue.
