Harassment by army officers not taking any action for 2 years

I dont know the format of statutory complaint but I send a application to my unit co for section 26_27 please take action but they not do any thing in the time of 2 years but suddenly they give me a punishment for false accusations sec56 (b) how can it is possible is it legal charge on me or not legal. Can I go court for this
A suit for damages may be filed against department in a civil court. But ideally one should start with approaching the management of the department so that an internal inquiry may be conducted against the concerned person. One will need enough proof of harassment to successfully sue the person.
