Guidance for criminal case wrongfully implicated

I was implicated in criminal case by my brothers in collusion with Police. nIn this process 3 Policemen and 3 private including two my brothers are involved. nCase is running in court at evidence stage. nMostly evidences are complete, only last two evidences are remaining. They're intentionally causing delay. One is of my brother and another is IO of the case. nNumber of Magistrates were change. From long time, Summons are not forwarding to IO of the case. n Complainant of the case already died. Died even before file of Charge sheet. nI shall thankful to you, if you let me know where I may file complaint against harassment. nAt this stage my problem is :nHarassment due to case running, nIntentional delay by last 2PWs, nnOne additional query whether I may file case Or complaint in Police complaint authority before completion of case Or it would be after completion of case.
