Family Is Legally Bounded To Submit Death Certificate Of Accused ?

If an accused person passes away and their family is very poor, uneducated, live in another state and is too afraid (frightened) to contact the police or court of a different state. Family is very innocent and they are not even accused in any case also they are not even witness. Are they liable to submit the death certificate of accused, is it their responsibility to submit? What if they are not able to submit?

only accused person is liable for crime not his family member .in this case accused person died so case is pending in court against accused .you can submit his dead certificate in police without fear,
