False complaint of harassment at workplace against innocent man

Hi I work in Bangalore. There is a junior female in team, raising spurious issues against me in HR and management. Her idea seems to malign my name so she can score brownie points with management. Mostly her issue seems due to ego. Coincidently, managers and HR who I have reported this issue are downplaying it as well on the pretext of ignoring incidents and resolving root cause. Now, the incident in question involves a scenario where I and this colleague had to work sitting side by side on my laptop screen. Despite knowing that this technical activity does not permit working over screen sharing (through office chat engine), she told me to share screen so as to prompt me to tell her to sit near me. The objective, which I am convinced, was that once I am brought to ask her to sit next to me, she could have gone to the HR and said - he  asked me to sit near even after I told that I will work on screen sharing. Harrassment or not? Thanks
