You have taken the correct step by submitting a written complaint to the MSEDCL Vigilance Department. If the neighbour has connected a jumper after your personal meter/on the wiring entering your premises, MSEDCL should inspect the wiring, verify the theft and prepare the necessary report/panchanama. If the police are refusing to register your complaint, obtain the refusal in writing and approach the senior police officer/Magistrate with your complaint, MSEDCL complaint copy, bills, photographs and any CCTV evidence.

If your neighbour has illegally connected a jumper wire from your personal MSEDCL meter and has been stealing electricity for around 3 months, you should immediately preserve the old electricity bills, photographs/videos of the meter and illegal connection, and copies of your written complaint to the MSEDCL Vigilance Department. Since the alleged theft is from your personal meter, you can also approach the police with the available evidence and request appropriate action; the exact offence and procedure will depend on the inspection report and facts of the case. For proper legal advice and to decide whether a police complaint, MSEDCL complaint or other proceedings should be initiated, please send the relevant documents, bills, photographs/videos and complaint copy on WhatsApp for detailed examination.

• Document everything. Take clear photos and videos of the unauthorized wire, meter readings, and any signs of tampering. Note dates and times of unusually high bills. • File a written complaint with your electricity distribution company (DISCOM). In Mumbai, this would be Adani Electricity (formerly Reliance Infrastructure) or Tata Power depending on your area. Demand an immediate inspection and meter testing. • File a police complaint (FIR). Electricity theft is a cognizable offence under Section 135, punishable with imprisonment up to 3 years, or fine, or both. The police can register an FIR without court permission. You can cite Sections 135 (theft of electricity) and 420/379 IPC (cheating/theft) as applicable. Legal provisions you can invoke • Section 135, Electricity Act, 2003: Defines theft of electricity to include unauthorized abstraction or use of electricity, tampering with meters, or causing a meter to under-record. • Section 138: Makes offences under Section 135 cognizable • IPC Sections 379 (theft) and 420 (cheating): Can be added to strengthen the criminal case against the person stealing your electricity.
