Dowry and bigamy case against husband living abroad

High court granted anticipatory bail against my spouse on dowry harassment case, for further investigation. Case has been transferred to his native. Since he’s working out of country, no progress could be made. Case is pending for 3 years. However the high court told to submit investigation results within 3 months. Is this legal to pend the case for so long? I have proof for desertion, dowry harassment and his second marriage to another women without getting legal divorce from me. What are my options to get quick justice?
