Does initiating a civil action bar any further criminal action

When a civi matter is admitted in H. C. does it act as bar to take any criminal action, filing of f.i.r. in the criminiality of the matter against the corrupts individuals, public servants. The matter is admitted fraudulently in 2012 and being kept pending deliberately by the corrupts in criminal breach of trust. Kindly give the expert opinion. I am a physically and financially handicapped, hence the rewuest for free opinion.Thanks.

there is no bar to file criminal proceedings
for criminal proceedings..
if the offence is cognizible and the contents or ingredients of that offence prima facially shows that the incident took place then criminal proceedings maybe initiated by filing FIR or by private complaint to the magistrate

No there is no bar as such. You can file criminal case against corrupt person any time. You said your matter is admitted in 2012 and is pending. my question is have you appointed any Advocate or not? If yes then please tell him to take the matter on board by moving preciepy for circulation or production board. If not then kindly appoint a Lawyer by Legal Aid service which provides lawyers freely.
