Discharge application for criminal case

Can I file discharge application before charge. Neighbour has been mad fake alligation for harrassment under IPC section 34/354/506/448.Case was filed 2015.

honestly speaking there is no bar in filing a discharge application and this has to be filed before the charge hearing. however the grounds of preferring the discharge application would be material and also the limitation of such discharge application must be borne in mind.
