My question is my neighbour destroys Panchayati CC road for Vasthu aligation, which type of sections and acts applicable for file a complaint on him.

Demolition of public property(panchayati roads) is a serious offence u/s 425 IPC read with section 2 of prevention of damage of public property act.
The offence is bailable, cognizable and triable by magistrate if first class. any individual or panchayat department can file a case on neighbour under the aforementioned section.

you can complain to police under the category of creating nuisance and destroying public property without permission and you need to complain it to the panchayat also and when you are giving complaint to the police officials you need to take appropriate evidence along with proofs from panchayat to show he has damaged public property
