Complaint against pre-owned car dealer

I have bought WagonR 2007 model car from second hand car dealer in hyderabad.at the time of vehicle sale he didn't given the original RC because RTA didn't provide the RC card of previous owner due to lack of PVC cards.After 2 months RC came from RTA .Still car dealer was telling that I will give tmrw and day after tmrw like that he is telling.How can I proceed on legal.

You can file the case in consumer court for deficiency of services against the car seller, you can contact me after discussing the details in person, we will decide, sometimes a legal notice to the car seller will also help you to solve the problem.
