Complaint against police misusing his power

I went to the police station to file an FIR for my phone which got snatched. The police in charge was drunk and started to misbehave with me. He even hit me unnecessarily. I tried a couple of time more, but nothing worked. I want to file a complaint against him. Where should I file it?
You can file a complaint letter with the concerned police station and mark a copy to the DCP of the concerned district as well as the Commissioner of Police. You can also personally go and visit him and let him know of the situation. If that doesn't work out, recourse of filing a writ petition in the High Court is also available.
