Committed crime in India can I run and hide in another country

My question is after doing crime in Punjab . Is it possible to run And hide in Dubai or in any other country ? Suppose Indian police ask Dubai police to handle criminal , is it possible to hide in Dubai As I have heard if Dubai citizen takes criminal guarantee . Dubai police can't take any action against criminal .
Don't even try that . Nowadays LoC are issued to airports . You will be caught at any airport if u commit any heinous crime . Moreover u will be declare a proclaimed offender in India and u won't get bail easily if caught .

no criminal is sheltered by any government wheather in India or in Dubai. rather the laws in Dubai are harsh and they do not spare the criminals. But on the other hand if the criminal succeeds in skipping his actual identity or some thing then one can not find him and cant penalise him. Another question is, in what circumstances, the Punjab Police shall ask Dubai police to catch hold of the accused.
